Framework agreement for metering point operation

The framework agreement for metering point operation (MSB-RV) governs the rights and obligations regarding the operation of metering points at the metering and market locations of end consumers and plant operators; it applies to the relationship between the grid operator and a metering point operator—distinct from the grid operator—that is responsible within the grid operator's service area. In a decision dated November 20, 2025, the Federal Network Agency (BNetzA) redefined the framework agreement for electricity metering point operation (Ref.: BK6-24-125).

The new version of the framework agreement for electricity metering point operation takes effect on July 1, 2026.
