Criteria

Primary control power

The contracts for primary control power are awarded by taking cost aspects (demand rates of the bids) and the following conditions into consideration:

  • The generating units intended for providing the primary control power have the performance characteristics stated in the prequalification.
  • The demand for primary control power put out to tender will be satisfied over the entire contract period.
  • Aspects of system reliability have been taken into account by the locations of generation.
  • Bid structures have been considered.

Secondary control power / minute reserve

Contracts for secondary control power and for minute reserve are awarded separately for each type of control power and according to whether the control direction is positive or negative. In addition to the costs (demand and kilowatt-hour rates), the following conditions are considered when deciding for a bid:

  • The generating units intended for providing the primary control power have the performance characteristics stated in the prequalification.
  • Adherence to the control power to be kept available while considering the total control speed required in each hour in the positive and negative directions.
  • The daily control energy to be used and forecast will be met in both positive and negative directions.
  • Bid structures have been considered.

With the help of a mathematical procedure (MILP algorithm = "Mixed Integer Linear Programming"), a selection of the bids providing control power is made while minimizing costs and respecting all conditions mentioned above.

Since the demand for power (minute reserve and secondary control power) is a stochastic process, it is impossible to forecast a load curve as a function of time. When selecting the bid, the power to be made available is specified as a constant value for every day.

The average control energy required per day can be determined on the basis of historical data. The defined energy demand to be met is broken down into the type of control energy, control direction and type of day, and are taken into account as energy profiles when awarding the contracts.
